Client's /Citizens' Charter

(1) Vision:

e-Development of India as the engine for transition into a developed nation and an empowered society

(2) Mission:

e-Development of India through multi pronged strategy of e-infrastructure creation to facilitate and promote e- governance, promotion of Electronics & Information Technology – Information Technology Enabled Services (IT-ITeS) Industry, enabling creation of Innovation/Research & Development (R&D) infrastructure in ICT&E, building Knowledge network and securing India’s cyber space.

a) Objectives:

  • e-Government: Providing e-infrastructure for delivery of e-services
  • e-Industry: Promotion of electronics hardware manufacturing and IT-ITeS industry
  • e-Innovation/R&D:  Enabling creation of Innovation /R&D Infrastructure in emerging areas of ICT&E
  • e-Learning: Providing support for development of e-Skills and Knowledge network
  • e-Security: Securing India’s cyber space

b) Objectives are fulfilled through:

  • e-Government: Implementation of Plan Schemes on e-Governance
  • e-Industry: Implementation of Plan Schemes on STPI, Promotion of Electronics Hardware Manufacturing and ITIR.
  • e-Innovation/R&D:  Implementation of Plan Schemes through SAMEER; Microelectronics & Nanotech Development Programme; Technology Development Council (including ITRA); Convergence, Communications & Strategic Electronics;  Components & Material Development Programme; C-DAC; MLAsia; Electronics in Health & Telemedicine; and Technology Development for Indian Languages.
  • e-Learning: Implementation of Plan Schemes on STQC, ERNET, National Knowledge Network, DOEACC, Manpower Development, Skill Development
  • e-Security: Implementation of Plan Schemes on Cyber Security including ICERT and IT Act, Controller of Certifying Authorities.

(3)  Service Standards:

(I) e-Government: Providing  e-infrastructure for delivery of e-services
1 (i) Approval of proposals for Setting up of State Wide Area Networks (SWANs) 6 weeks from receipt of proposals
(ii) Release of Installments to State Governments for SWAN 4 weeks from receipt of UC & request to release installment
2 (i) Approval of proposals of State Governments for State Data Centres (SDCs) 6 weeks from receipt of proposals
(ii) Release of Installment to State Governments for State Data Centres (SDCs) 4 weeks from receipt of UC & request to release installment
3 (i) Approval of proposals for Setting up of Common Service Centres (CSCs) 6 weeks from receipt of proposals
(ii) Release of Installments to State Governments for Common Service Centres (CSCs) 4 weeks from receipt of UC & request to release installment
4 Appraisal of Mission Mode Projects (MMPs) 3 weeks from date of receipt of electronic copy of project document
5 Organizing Leadership Meets and training programme for NeGP One month from the date of receipt of proposal
6 Timely approval of proposals for innovative projects 8 weeks from receipt of complete proposal/or receipt of clarifications if any
(II)    e-Industry: Promotion of electronics hardware manufacturing and IT-ITES industry
7 Timely recommendations to DGFT as concerned Administrative Ministry from technical angle in respect of ratification of norms pertaining to Advance Licences/ Advance Authorisations after receipt of complete applications from DGFT and information on deficiencies from the applicant Within 30 days of receipt of fully completed applications / information on deficiencies.
8 Timely recommendations to DGFT as concerned Administrative Ministry in respect of  applications for issuance of licence for import of Restricted Items after receipt of complete applications from DGFT and information on deficiencies from the applicant Within 30 days of receipt of fully completed applications / information on deficiencies.
9 Timely issuance of Concessional Customs Duty Certificates under relevant Notifications of Department of Revenue Within 30 days of receipt of fully completed applications / information on deficiencies from the applicant.
10 Sanctioning of incentives to industry under Special Incentive Package Scheme (SIPS) Within 30 days of receipt of fully completed applications / information on deficiencies from the applicant and receipt of approval of the Competent Authority based on recommendations of the Appraisal Committee.
11 Release of incentives to industry under Special Incentive Package Scheme (SIPS) Within 60 days of receipt of  fully completed applications / information on deficiencies from the applicant as per terms and conditions of the Sanction and allocation of funds by the Planning Commission.
(III)  e- Innovation/ R & D: Enabling Creation of Innovation/R&D Infrastructure in emerging areas of ICT&E
12 Appraisal of New Projects for consideration of financial support The projects would be initiated within 6 months from the date of the final favorable recommendation(s) of the Working Group(s).
13 Release of funds to ongoing projects 2 months from the date of the recommendation of Project Review & Steering Group (PRSG) and submission of acceptable Utilization Certificate (UC)
(IV)  e-Learning: Providing support for development of e-skills and Knowledge Network
14 Timely release of funds to NIC for NKN as per recommendations of High Level Committee           ( HLC) Within 3 months of the recommendations of the HLC
15 Initiation of New Projects and Release of funds 6 months from the date of receipt of completed applications
(V) e- Security: Securing India’s cyber space
16 Appraisal of New R&D Projects for consideration of financial support The project proposals would be appraised/assessed within 3 months from the date of receiving the fully complete project proposal. The projects would be initiated within 3 months from the date of the final favourable recommendation(s) of the Working Group(s).
17 Keep current the empanelled list of IT security auditors Applications for empanelment will be received once in every 3 months. The status of successful or unsuccessful empanelment would be intimated to the applicants within 6 weeks from receiving of fully complete applications.
18 Respond to Security incident Response within 24 hours of receiving the security incident (reasonable time-frame depending upon the severity of incident)
19 Issuance of security alerts on latest threats and vulnerabilities Publication of alerts within 72 hours of tracking an issue

Expectations from Complainants

  • Submission of complete precise and factual grievances
  • Provide identification preferably by giving their telephone no./email ID for follow up
  • Avoid anonymous grievances

Grievance Redress Process

Timeline for response:

  • Acknowledgement - within 2 working days
  • Redress of grievance (by Director of Grievances) –
    One month from the date of receipt of Grievance / receipt of clarification, if any.

(7)  Indicative Expectations from Service Recipients

  • Submission of complete valid DPR/proposals/requests
  • Timely submission of UCs in prescribed format
  • Submission of Electronic copy of project document for Mission Mode Projects
  • Submission of complete R&D grant proposals in prescribed format including revised proposals
  • Submission of complete applications
  • Timely response to deficiencies pointed out in application forms
  • Submission of complete Security Incident Reporting form
